How do I buy Savings Certificates, bonds, treasury bills, Cds, or other such investments in Euros online?

I am a US person with a social security number but currently do not reside in either the US or Europe? Is there a way to do this online, or via mail correspondence? I have a Paypal account which I could convert the dollar balance to Euros but Paypal charges me a lot for it and the balance does not earn any interest. If some one could help me out with this, I would really appreciate it.
