Knowingly hiding your assets and filing bankruptcy is considered fraud. Assets are for paying your debts, if you incur them. You can’t have your cake and eat it too.
They can’t put you in jail for not paying your bills. They can put you in jail for fraud. What your friend is plotting is fraud. If they have internet access in the prison she goes to, please have her let us know how her scheme panned out.

Possibly. There are lots of methods for hiding/protecting assets that are legal.
Have your friend check around. There are lawyers who specialize in this type of thing.
